Hellhound in Taverly Dungeon or the Wilderness, or Abyssal leech/walker/guardian in the Abyss. A Halberd type weapon is recommended for best experience rates.
Kill Flesh-Hatcher Mhekarnahz. This entry-level boss provides 50% more experience for your damage dealt compared to other options, which makes it a strong active training method. If your hit chance is below 100%, consider using a slash weapon and the Dragon Scimitar special attack for improved damage.
